Horror as woman in burka 'holding severed head of child screams Allahu Akbar'

A BURKA-CLAD nanny has been arrested in Russia after she allegedly walked the streets of central Moscow brandishing the severed head of a four-year-old girl while shouting "Allahu Akbar".

Horror erupted close to Oktyabrskoye Pole metro station in the northwest of the Russian capital after eyewitnesses reported a woman shouting "I'm a terrorist" while wandering the streets with the head of a dead child. 
It comes after reports officers had earlier found the headless body of a child aged around three or four at a block of flats in the city after they were called to extinguish a fire. 
A woman was reportedly seen pulling the head out of a plastic bag after being stopped by police at the metro station.
She is reportedly shouted that she had killed the child and was seen praying shortly before police swooped.
The woman later told police she killed the child because of her own husband's infidelity, according to reports.

She is understood to have been wandering the streets for an hour before police arrested her. 
At one point in the shocking video the woman is seeing raising the blood-covered head in the air while holding her index finger aloft. 
The victim was identified as a young girl called Nastya M and her 39-year-old nanny has been arrested, according to reports.
The nanny has been identified as Gyulchehra Bobokulova, from Uzbekistan. 
The station was closed after the woman shouted "I'm a terrorist" and threatened to blow herself up.
It was searched for explosives but given the all-clear by specialist officers a short time later.
Staff working in shops nearby the station were also ordered to evacuate. 
Eyewitnesses at Oktyabrskoye Pole underground station said that the woman screamed:"My child was killed… I will blow up everyone."

She is heard shouting that she has been “cursed” and “destroyed” “so many times," before saying: "I hate democracy. 
“I'm your suicide bomber… I'm going to die in a second. The end of the world."
Witness Alyona Kuratova told Russia's Rain TV: "I came out of the shopping centre and they tried to not let me through. There were a bunch of people there, running, screaming 'bomb, bomb'.
"I saw that a woman was walking near the Oktyabrskoye Polye metro, near the road, all in black. She had not even some kind of bundle, but a head.
"Maybe it was a child's head, like they were whispering in the crowd. She was shouting something."

The woman has been detained by police, according to local reports. 
The motive for the crime was unknown, police say. 
Dramatic CCTV footage has captured the moment police swooped and dragged the woman to the ground in a tense stand-off. 
A preliminary investigation revealed that the suspect is a children’s nanny in her late 30s, who is a citizen of a “Central Asian country". 
Investigators claim that the baby sitter waited until the parents of an older child had left the apartment before murdering the child and starting a fire.

A spokesman from the Investigative Committee of Russia said: "Given the clearly inappropriate behaviour of the person detained, investigators immediately appointed her to a forensic psychiatric examination to determine their ability to realise the significance of their actions and deeds."
Fire crews rescued four people and put out the blaze, but then found the child's beheaded body. 
Yulia Ivanova, an official spokesperson for Moscow's Interior Ministry, said: "[The suspect] had waited until the parents left with the older child, and for unknown reasons committed murder of the child, set the apartment on fire and left the scene of the crime."
The dead child is said to have had learning difficulties and could not walk properly. Her parents had taken her to China for treatment, and were saving money to travel for subsequent care in Germany.

She had a 15-year-old brother and her family from the Oryol region were renting the apartment. 
Her mother - named locally as Ekaterina Meshcheryakov - reportedly works at a wedding shop while her father is understood to be a technician at a mobile phone company. 
The child's mother was taken to hospital after collapsing when she learned of the news, according to reports. 
The woman was reportedly drugged, a police source said.

She has been charged with murder and is undergoing psychiatric testing.
The parents told police the nanny had been working for them for more than 18 months and a source said that she was "drugged". 
Sources say the nanny did not want to hide from police and aimed to attract attention for the crime she had committed. 
She had not intended to deliberately set fire to the flat to destroy evidence and wanted the parents to know who had killed their daughter.
The woman had a valid residency permit for Russia but was working illegally. Officials revealed she didn't have a work permit. 
The nanny faces up to 20 years in jail if she is deemed psychologically fit to stand trial. 
Police say they are not treating the incident as terrorism.

A total of 1,080 unaccompanied minors lodged claims in the final three months of last year - equivalent to 11 every day.
This was the largest tally in any quarter since the same number of applications were recorded in the last quarter of 2008, Press Association analysis found.
It is the first time since then that the quarterly total has exceeded 1,000, and the joint third highest number since the current records started in 2006.
An unaccompanied asylum-seeking child (UASC) is officially defined as someone who is under 18 who applies for asylum in his or her own right and who has no relative or guardian in the UK.

Analysis of Government figures released on Thursday provides fresh evidence of the sharp jump in UASC applications amid the international migration crisis.
The number received in October, November and December was 80 per cent higher than in the same period of the previous year.
In addition, the annual total of 3,043 for 2015 was an increase of 56 per cent compared with 2014. It remains below a peak level of 3,976 recorded in 2008.
The countries with the highest number of UASC applications last year were Eritrea (694), Afghanistan (656) and Albania (456).

Of the total of 1,932 cases in which an initial decision was made, two thirds were granted asylum, humanitarian protection or leave to remain.
Most of the lone under-18s seeking asylum in the last three months of 2015 were male. Across both genders 104 applications were from those in the youngest age category - under 14.
The rising number of children applying for asylum has prompted warnings about the impact on some local authorities.
Under the Children Act 1989, it is a council's legal responsibility to care for under-18s who arrive in their local authority area from abroad, seeking international protection.
Town halls are responsible for costs including schooling, foster care, university fees and housing.
Estimates suggest the support amounts to £50,000 each year per child.

Last year officials at Kent County Council - in one of Britain's main gateways - warned that services for child asylum seekers were at "breaking point".
The Government has come under pressure to offer shelter to 3,000 unaccompanied migrant children in Europe.
In January ministers announced plans to work with the United Nations refugee agency to resettle children from around the Syrian region.
