 Solidarity with the Peoples and Nations of “Our Americas” Against the U.S. Gangster State. Black Alliance for Peace

The Black Alliance for Peace (BAP) stands in solidarity with the peoples and nations of “Our

Americas” against U.S. gangster actions – especially the new regime’s public bullying tactics towards sovereign states. The colonial/imperialist, white supremacists that make policy for both capitalist parties in the U.S. are united in their support for U.S. aggression, destabilization and militarism in our “Americas.” This latest U.S. regime intends to  continue its violation of the sovereignty of nations and peoples, from the ongoing illegal and immoral embargo against Cuba, the neocolonial military intervention and undemocratic transition process in Haiti, and subversion in Venezuela to the latest outrage in Trump’s attempt to bully the leadership and people of Colombia.

The Black Alliance for Peace (BAP) is clear. The U.S. settler colonial state is the enemy of peace and human rights. Its actions in our region are responsible for the massive migration from the Global South. The parasitic exploitation  by U.S. capitalists of  the peoples and nations of our region have created the conditions that have forced millions to desperately attempt to get to the North just to live. Like asylum seekers, migrants also have human rights that are codified in law, and respectful relations between states with equal sovereignty should be the basis for communications. But historically, U.S. administrations have rejected the idea that the U.S. is equal to any other state. “Make America Great Again” and liberal claims of U.S. “exceptionalism,” are two sides of the same white supremacist coin. That is why the doctrine of “full spectrum dominance” is proudly embraced by the duopoly and foreign policy community, and reminds us of the guiding bipartisan strategic objective of U.S. foreign policies no matter who resides in the “white house.”

This is why peoples and states in our region must fight against U.S. imperialism through a collective collective “people(s)-centered” human rights.

BAP supports the efforts to protect national sovereignty and the dignity and democratic  rights of the people. We are encouraged by the call by President of Honduras Xiomara Castro to convene an urgent meeting of the Community of Latin American and Caribbean States (CELAC) this week to discuss migration, the environment, and regional unity. Building anti-imperialist power based on true solidarity is critical, particularly to combat the expansive militarization (e.g. U.S. military bases and U.S. Southern Command exercises) and political-economic coercion of the region (e.g. sanctions, currency manipulation, regime change)  – the bipartisan agenda from Washington.

The anti-colonial struggle is real. As President Gustavo Petro declared “Colombia no longer looks to the North, it looks to the world.” That must be the call for peoples and nations of the Global South. We understand that there can be no guarantee of dignity, human rights, sovereignty –and no “peace”– under the U.S./EU/NATO axis of domination. This is why we assert that the hemisphere must become a Zone of Peace, freed from the structures and interests that generate war and state violence: colonialism, patriarchy, capitalism and the manifold tactics of U.S. imperialism.  

History has already issued its declaration that “for the world to live, the power of the U.S. and Europe must be broken.” This is our task to fulfill.

 Is Rwanda Going to Annex Goma in the Democratic Republic of Congo?

Marc Vandepitte looks at dangerous developments in a war that has killed millions, but attracts little attention in the West

Goma has fallen into the hands of the M23 rebel group, supported by Rwanda. While the Congolese
government calls it a “declaration of war,” the West remains largely inactive. Will there be action to stop the annexation?

On January 27, 2025, the M23 rebel group, backed by Rwanda, captured the city of Goma in the eastern Democratic Republic of Congo. Goma has a population of 1.5 million and is surrounded by hundreds of thousands of displaced people.

This is yet another flare-up in a forgotten war that has claimed the lives of no less than six million people since 1996. We are therefore talking about the bloodiest conflict of recent decades.

Forgotten War

M23 is a rebel army claiming to fight for the rights of the Congolese Tutsi community, which often feels marginalised and threatened in the region.

The ethnic tensions in the region have deep roots, going back to the Rwandan genocide in 1994. After the genocide, Hutu militias ([allegedly] responsible for the genocide) crossed the border into Congo, leading to ongoing conflicts between Tutsis and Hutus in the area.

However, economic motives play a particularly significant role in M23’s zeal. Eastern Congo is enormously rich in resources such as gold, tin, and coltan.

The rebel army uses these resources as a source of income by controlling mines, taxing trade, and illegally exporting minerals to neighbouring countries like Rwanda. This generates significant monthly financial resources for them.

Rwanda’s role should not be underestimated in this. M23 has close ties to the US supported Rwandan Kagame government, which, according to UN reports, supports the group to maintain influence and gain access to Congo’s valuable resources.

Rwanda uses the movement as a means of strategic control over the area. According to the UN, Rwanda has sent thousands of troops across the border, including anti-aircraft missiles, snipers, armoured vehicles, and special forces.

The ease with which M23 operates is linked to the weakness of the Congolese government. The east of the country has been plagued for years by poor governance, corruption, and limited presence of the central government. In this vacuum, M23 thrives.

Panic

The capture of the city by M23 has caused massive panic among residents. Goma is a medical hub for the region. As a result of the hostilities, medical care has almost entirely ground to a halt, threatening a humanitarian disaster.

Moreover, concern about a possible regional war is growing. The Congolese president considers the capture of Goma a “declaration of war.” And that is not an exaggeration.

The M23 rebel group is part of the Congo River Alliance, a coalition of rebel groups and political parties led by Corneille Nangaa. This alliance aims to overthrow the Congolese government. The fall of Goma may be, just like the fall of Aleppo in Syria, the beginning of a takeover of the entire country.

Whatever the case, during an emergency meeting of the UN security council on Sunday, January 26, secretary-general Antonio Guterres called for the immediate withdrawal of the rebels and emphasised the need for international co-operation to de-escalate the conflict.

Western Interests

A recent UN report states that Rwanda aims to occupy the area around Goma for the “long term,” a euphemism for annexation. In light of this report, alarm bells should be ringing in Western capitals. But that is not the case.

While there have been condemnations, no sanctions have been imposed or announced.

That is precisely what should happen. The West could easily rein in Rwanda and M23. The Rwandan government is heavily dependent on foreign aid. At least a third of its government budget comes from donor aid, and the country also relies on a positive reputation to attract tourists and investors.

In 2012, M23 already occupied Goma once, but after Western pressure, the rebel army withdrew after 10 days. Whether this will happen again now is highly questionable, given the significant stakes involved.

First and foremost, there is the factor of coltan. Coltan is an essential resource for smartphones, laptops, aerospace, and GPS systems. Between 60 and 80 per cent of the world’s coltan reserves are located in eastern Congo.

In 2023, Rwanda exported 2,070 tons of coltan, making it the largest exporter worldwide. Key buyers include China, the United States, and several European countries. China has a technological edge in refining coltan and has also built up significant reserves.

The West does not want to jeopardise the import of this indispensable mineral and therefore will not want to antagonise Rwandan President Paul Kagame too much.

For Europe, there is an additional reason, as Kagame is useful for its interests on the African continent. For instance, the European Union gave €40 million to the Rwandan army for a mission in Mozambique. France is pushing for Rwandan troops to remain in northern Mozambique to protect TotalEnergies’ offshore gas facilities from Islamic rebels.

Moreover, the EU and its member states are investing more than $900 million in Rwanda through the Global Gateway programme.

Under the previous Conservative government, the United Kingdom planned to send asylum-seekers to Rwanda to deter illegal migration.

And you shouldn’t expect too much from the US either. Elon Musk has important contracts for his company Starlink in this small African country. 

More generally, Rwanda functions for the US as a counterweight to the growing Chinese and Russian influence in Africa, especially because the country seems to prefer cooperation with Western countries.

At a time when China and Russia are expanding their influence in Africa, Washington is leveraging its partnership with Kigali to strengthen the US presence in the region.

In a sense, Rwanda plays in Africa the role that Israel plays in the Middle East. It is therefore highly uncertain whether the West will use its influence to call Rwanda and M23 to order as it did in 2012.

As Jason Stearns wrote in the Financial Times:

“We seem to be living in a world where migration, business investments and other national concerns are more important than humanitarianism, and where apathy trumps solidarity. (…) Little wonder that Russia’s popularity is on the rise with Congolese.”

Yesterday, not only did Israel fail to evacuate its army from Southern Lebanon as stipulated in the
ceasefire agreement, Israel also shot over 130 Lebanese civilians attempting to return home in accordance with the deal, killing 23 and wounding 109 (of whom some are in critical condition).

This included a 12 year old boy wounded in the neck in Kfarkela, standing right next to my local producer Mahmood. I was twenty yards away and on my way to them. Four were killed in Kfarkela and overnight the Israeli army demolished numerous homes there in “punishment”.

Apart from one Lebanese army solider, all of the dead were civilians simply attempting to return to their homes. At least five of the dead were children. All were shot, not bombed.

Israel’s excuse for not withdrawing is that the ceasefire agreement is not fulfilled, in that Hezbollah have not been disarmed south of the Litani river, and that the Lebanese army has not assumed control.

I have spent every waking hour of three days travelling the entire southern border (remember Lebanon is a very small country; the entire country is the area of Yorkshire or Connecticut – the demarcated border region is much smaller still).

I can guarantee the Lebanese army is fully in control of the area. There are army checkpoints at every major crossroads and town entrance and at every track into the hills. What is more to the point, I saw nobody at all except for the Lebanese army carrying weapons.

Hezbollah are a significant political presence still – they are the largest political party in Lebanon – but they are not carrying arms in the ceasefire zone south of the Litani. Furthermore the Lebanese army has indeed occupied and taken over or dismantled Hezbollah’s military positions in this zone. They have confiscated over 50 arms caches.

The only areas of Southern Lebanon not under the control of the Lebanese armed forces are those areas occupied by the Israeli army.

The role of the Lebanese army is extremely dubious, but 100% in Israel’s favour. The Lebanese army is fully under US control. Literally, 50% of the salary of every single Lebanese soldier is directly paid by the US Government.

Yesterday the Lebanese army simply watched the Israeli army massacre Lebanese civilians. If the Lebanese army was protecting anybody yesterday, it was protecting the Israeli Defence Force.

Sill more extraordinary, the new Lebanese Government failed to protest at the Israeli failure to withdraw, and the Trump administration has subsequently announced that Lebanon has agreed to extend the withdrawal deadline until 18 February.

In fact neither Israel nor the USA ever had the slightest intention of IDF withdrawal. Israel has demolished more than 2,000 Lebanese homes during the ceasefire period, about half of them in towns and villages which Israel was unable to reach during the fighting but has occupied during the ceasefire.

I visited the city of Khiam yesterday and was simply stunned by the scale of devastation. Over 1,000 homes have been demolished by Israel in Khiam.

Amongst all the debris, I managed to track down the piano of Dr Julia Ali, which became an internet meme after she posted video of herself playing it in her beautiful home, and then Israeli soldiers mocking it after the home was devastated.

The house is an interesting case study. The Zionist propagandists replied to the internet videos by stating that there was a Hezbollah rocket installation in the garden. I searched extensively and found absolutely no evidence this was anything except a civilian home. There were no signs of anything unusual in the garden.

The house was not bombed – it was part demolished with explosives, shot up and set on fire, after being used as an Israeli barracks. The surviving furniture was ripped up with knives, and the mirrors, chandeliers, piano, porcelain and crystal all smashed.

Women’s clothing was strewn all around, as were dolls. Large obscene drawings and Hebrew graffiti were painted on the walls. In a room used for meals, used paper plates were all upside down on the floor and had been used to smear the food around. The floor was littered with food tins, used plastic cutlery, empty drink bottles and human excrement, again deliberately smeared around.

Throughout the building and garden were scattered numerous ammunition boxes, from small arms to tank rounds. All of it was USA manufactured.

All of the television sets, satellite receivers, music systems and kitchen electricals were ripped out, as was the generator set.

I went to the neighbouring villa, where a lady owner was salvaging from the wreckage with her son in law. Again, all of the electrical equipment and the generator set had been taken. Also disappeared was jewellery, a highly valuable collection of antique rugs, and significant paintings. None of this was among the rubble.

We investigated further in the area and could find no instance of any TVs or valuables, or their remnants, being discovered in the rubble. We also found instances of shops, particularly a designer clothes shop and a phone shop, whose entire content had been looted.

A soldier cannot put a generator set or an antique carpet in his backpack. This industrial scale of looting has to be officially sanctioned by the IDF and involve military transport vehicles, or vehicles requisitioned by the military.

It may not compare to the murder of children, but is itself a war crime. The western MSM, which made a huge noise about Russian looting in Ukraine, has never mentioned this massive Israeli looting.

The Ceasefire Agreement was a disgrace that was bound to lead to this conclusion. The notion that its monitors, France and the United States, are in any sense neutral is laughable. Israel has no intention whatsoever of withdrawing from Southern Lebanon and continues daily destruction of Lebanese homes while constructing at least five fortified military bases.

What I still find astonishing is that new Lebanese President Aoun and Prime Minister Mikati have agreed to extend the Israeli occupation on these obviously false pretexts. Israel has committed over 120 documented violations of the ceasefire. Hezbollah has committed one, in early December, in response to multiple Israeli attacks on civilians.

Hezbollah is in real danger of looking a busted flush. It agreed to disarm in the ceasefire deal, which would leave Israel able to annex Southern Lebanon with no serious opposition on the ground. It does seem that Hezbollah’s war losses and the assassination of its leadership cadre has left it incapable of any significant military response to extended Israeli occupation. Its response to yesterday’s massacre has been only rhetoric.

As of today, Israel appears well set to consolidate its extension of Greater Israel into both Southern Lebanon and Southern Syria, with the active complicity of US backed governments in both Beirut and Damascus.

In the long term, I believe the atrocities of Israel will be rejected by the people of the region and bring about its downfall. But currently it is Netanyahu and Trump who are smiling.

Part III: The dangerous delusion that governments, including BRICS governments, are sovereign and can stop the technocratic takeover

As the geopolitical order is being rapidly reshaped to better serve Elite interests, most analysts writing on the subject are being suckered into perceiving the BRICS (Brazil, Russia, India, China and South Africa recently expanded to include Egypt, Ethiopia, Indonesia, Iran and the United Arab Emirates) as some sort of ‘alternative’.

See, for example:

Ben Norton’s claim that ‘BRICS… will change the world’ in ‘BRICS expands with 9 new partner countries. Now it’s half of world population, 41% of global economy’.

Professor Jeffrey D. Sachs’ claim that ‘BRICS is… a potential opening for a far more peaceful and secure world order…. [and] can be a boon for all countries’ in ‘The BRICS Summit Should Mark the End of Neocon Delusions’.

The claim of Alfred de Zayas, the first UN Independent Expert on the Promotion of a Democratic and Equitable International Order, that ‘BRICS represents a “new dawn” of multipolarity’ and ‘the very existence of BRICS and the future-oriented Kazan Summit offer an alternative to Western nihilism.’ in ‘The BRICS Summit in Kazan: A Manifesto for a Rational World Order’.

And Abayomi Azikiwe’s claim that ‘BRICS represents a historical pattern of efforts to build alternatives to the existing world capitalist system…. BRICS Plus Summit is a manifestation of the international movement towards ending the domination of the world’s peoples by international finance capital.’ in ‘BRICS Declaration Reinforces Call for Multipolarity: Kazan summit rejects unilateralism advanced by the West’.

Of course, more astute analysts are clearly seeing through the facade and exposing how the BRICS countries are simply implementing the same technocratic program as countries outside the BRICS. See, for example, Riley Waggaman’s ‘Would you like to know what BRICS just declared?’

The point is simple: Beneath any superficial differences between what BRICS countries (sometimes now referred to as BRICS+ given the recent accession of another five members) might be doing that appears to be reshaping planetary geopolitics into a multipolar world order that will somehow supersede the US-led unipolar world order, lies a deeper and darker truth.

This truth is that the Global Elite is rapidly and progressively transforming the entire world into a planetary technocracy populated by transhuman slaves. This means that perceptions that are limited to longstanding worldviews that see the world as statist and/or capitalist/socialist, for example, miss or misperceive the profound changes that are taking place.

No government, including those of the BRICS countries, is resisting these profound changes. No government, including those of the BRICS countries, will resist these profound changes.

The geopolitical world does not revolve around sovereign nation-states because no nation is sovereign. That is, no government of a nation-state is able to exercise independent and ultimate authority over all of its (internal and external) affairs.

Of course, this has long been the case as explained by preeminent historian Professor Carroll Quigley in his classic work published in 1966. See Tragedy and Hope: A History of the World in Our Time. pp.5-6.

‘[T]he powers of financial capitalism had another far-reaching aim, nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole. This system was to be controlled in a feudalist fashion by the central banks of the world acting in concert by secret agreements arrived at in frequent private meetings and conferences. The apex of the system was to be the Bank for International Settlements in Basle, Switzerland, a private bank owned and controlled by the world’s central banks which were themselves private corporations…

‘It must not be felt that these heads of the world’s chief central banks were themselves substantive powers in world finance. They were not. Rather, they were the technicians and agents of the dominant investment bankers of their own countries, who had raised them up and were perfectly capable of throwing them down. The substantive financial powers of the world were in the hands of these investment bankers (also called ‘international’ or ‘merchant’ bankers) who remained largely behind the scenes in their own unincorporated private banks. These formed a system of international cooperation and national dominance which was more private, more powerful, and more secret than that of their agents in the central banks.’

Apart from Quigley’s extensive and invaluable book, you can read a reasonable summary of how Elite power – politically, economically, socially and militarily – was gained and is being exercised in Historical Analysis of the Global Elite: Ransacking the World Economy Until ‘You’ll Own Nothing.’

Of course, in the case of ‘democratic’ countries at least, you are meant to believe that ‘your’ government is, indeed, free to make decisions governing your security and well-being and that you have certain rights, including voting rights, to have a say in determining the government of the country in which you live.

To conceal the reality that no nation is sovereign, governments have long been empowered to make decisions about minor matters (which may still have critical impact on some populations) that have no bearing on the fundamental Elite program while any significant ‘decisions’ made by governments are confined to endorsing Elite directives and mobilizing the relevant agents in government, bureaucracies, the media, the military and elsewhere to implement the latest components of the Elite program.

So until you recognize that governments at all levels – and the international institutions with which you are most familiar, starting with the United Nations and the World Health Organization – are merely window-dressing or ‘shadow puppets’ that are designed to distract you from the real bases of power in the world system, then you will continue to misunderstand what is happening, who is driving it and how it is being done. And any effort you make to resist the rampant violence and injustice inherent in what is happening, will fail.

And that is precisely what the Elite intends.

After all, the most effective way to thwart opposition to any program is to make sure that any potential opponents do not understand the rules of the game (including, in this case, who exercises effective power in the world system) while making sure that these potential opponents are given a lot of noisy and colorful distractions (such as regular elections and other party-political processes, not to mention art and sport in various forms) to keep the bulk of them occupied at the same time.

The recent US presidential election has been a perfect example of this distraction, with a vast range of commentary on a wide range of superficial changes and only the rarest analyst even noting the number and range of wealthy technocrats appointed by Donald Trump to play key roles in his new administration let alone explaining the significance of this.

In essence, it is better for the Elite to have you putting all your passion and energy into fighting on a field of battle that is utterly irrelevant and to keep you unaware of where the real battlefield lies.

What better way to neutralize all opposition than to have it focused on the wrong ‘game’?

The Rapidly Advancing Planetary Technocracy

While many authors have been discussing the rapid advance of the planetary technocracy in recent years, and specialists such as Patrick Wood have been warning us for much longer – see ‘Technocracy News & Trends’ – there is no doubt it remains a topic that is incredibly poorly understood.

This means that the threat posed by the changes being imposed on us go largely unrecognized. These invasive technologies include digital identity (to which will be attached your ‘social credit score’), Central Bank Digital Currencies (CBDCs), geofenced imprisonment in a ‘smart city’, 24-hour surveillance using three-dimensional facial recognition cameras (which capture your unique ‘face print’), spying on us through a vast network of ‘smart’ devices (computers, televisions, refrigerators… as well as social media platforms, smart street poles and lights) connected via 5G/6G and the Internet of Things, and controlling our movements through a parallel range of technologies including geofencing, driverless cars, vehicle kill switches, drones (used as aerial police), robots (including as a ‘deadly force option’) as well as autonomous and electromagnetic weapons. Beyond these threats, ‘vaccines’, artificial intelligence, synthetic biology, geoengineering and other technologies are being used to reshape planetary life profoundly, to your detriment.

If you cannot immediately perceive the commitment of BRICS countries to the Elite’s technocracy, Riley Waggaman spells it out. See ‘Would you like to know what BRICS just declared?’

As for China, in the words of Iain Davis, China is the world’s ‘first technate’. In fact, this has been systematically facilitated by the West following the rise to power of Deng Xiaoping after Mao’s death in 1976. China was effectively infiltrated by US members of the Trilateral Commission (known as ‘Trilateralists’) to influence the development path in China and, for example, since 1979 ‘The Israeli government and Israeli defence contractors have consistently acted as facilitators for the transfer of the most sensitive Western defence and surveillance technology to China.’ See ‘China: The World’s First Technate – Part 2’.

So if Russia and China are already advanced technocratic states, what about other BRICS countries?

Well, even if we consider just three of the most critical foundational components necessary to build a technocratic state – deployment of 5G, digital identity and Central Bank Digital Currencies (CBDCs) – it turns out that the other BRICS countries are all well advanced.

Despite the well-documented electromagnetic dangers of 5G, the technology has already been extensively rolled out in these countries: ‘5G Progress Report: Brazil’‘5G rollout in India fastest in the world, officials say’ and ‘5G rocking in South Africa’.

Digital identity is also well advanced‘Digital version of Brazil’s new national identity card now available in some states’‘On biometric IDs, India is a “laboratory for the rest of the world”’ and ‘New digital ID system for South Africans – here’s what to expect’.

In relation to CBDCs, Brazil, India and South Africa all have advanced pilot programs or are in the process of implementation. If you wonder about the most recent members of the BRICS, a quick search will confirm their heavy involvement in imposing the Elite’s technocracy, starting with the three foundational components nominated above. In relation to Iran, for example, deployment of 5G, digital identity and CBDCs is well advanced. In summary, all national governments along with their relevant corporate allies are involved in the process of building the technocratic infrastructure that will, one day soon, enslave those of us left alive in a ‘smart city’ prison.

If you want further evidence, just do an internet search specifying a country and a technology (5G, digital ID, CBDCs, facial recognition, geofencing…) and/or check out the progress of your nearest city in its transformation into a ‘smart city’.

Defending Ourselves Against the Advancing Technocracy

It is going to take enormous effort to defend ourselves against the political, economic, social, technological and other changes which are now being rapidly imposed upon us.

Conclusion

No government is free of Elite control. Governments are simply Elite agents doing what they are told by various Elite agents in banking, foreign policy, technology and other contexts.

Fundamentally, the Elite program is killing off the bulk of the human population and using a range of technologies to technocratically enslave those transhumans left alive in a ‘smart city’ prison.

This program advances rapidly while our ignorance and fear means that most people fail to perceive the true nature of the threats, who is driving them and what is necessary to resist them effectively.

This means that even those people who claim to be aware are usually trapped taking some powerless action (such as signing a petition to a government, changing their vote at the next election, demonstrating in the street) rather than acting powerfully to defend themselves against the Elite by resisting its imperatives.

The reality is that you can defend yourself quite effectively by taking the actions nominated in ‘We Are Human We Are Free’ but we need enough people taking these actions to defeat the entire program or the Elite will simply use its transhuman and robot agents to hunt us down once those who readily complied are already dead or imprisoned.

Our fight is with the Global Elite. Not your government, an international organization or anyone else.
