Statement No. 1003, regarding the announcement of the Islamic Caliphate in Iraq and Syria by the Islamic State Organization.

We repeat that announces the establishment of an Islamic State or Islamic Emirate or non – Islamic, under the present circumstances, is neither in Iraq’s interest nor in the interest of its unity.


Praise be to God and Blessings be upon the Prophet, his family, companions and allies.
The announcement by the spokesman of the Islamic State Organization in Iraq and Sham, of what he called an Islamic Caliphate in the liberated areas in both Iraq and Syria, in which he said: “the inauguration of a caliph for Muslims has taken place, and it has become Muslims’ duty to pledge their allegiance to him.”
Regarding this announcement, we repeat what we said on the day the Tawheed and Jihad in Mesopotamia announced an Islamic State in Iraq in 2007, and that is that any party that announces the establishment of an Islamic State or Islamic Emirate or non – Islamic, under the present circumstances, is neither in Iraq’s interest nor in the interest of its unity, now.   It will be taken as an excuse to divide the country and do harm and do damage to the people.   In addition, this caliphate has been declared in areas where fighting is still going on and where the battle between its parties is hit and run, where no one is empowered,  and where organizers in safe areas are incapable of providing the very minimum of living means for their inhabitants, whilst people, today, are experiencing great hardship and a lack of life’s most basic necessities, as well as fearing results of the present circumstances, in addition to the fact that those who announced the caliphate have not consulted the people in Iraq and Syria, nor have they consulted the wise leaders and society’s responsible elite, for they are the basis that commits to this allegiance and the appropriate assembly for its announcement.
The announcement of the establishment of any state - let alone a caliphate – cannot take place before preparing the prerequisites for its success, and would only reflect failure on everyone, amongst which: establishing the bases for administrative institutions in accordance with the new system, presence of a realistic state structure, its ability to impose the system it adopts, its ability to provide the minimum for people’s necessities and needs, as well as other matters, all of which has not happened, hence, the oath of allegiance – in this situation – is not legally binding on any of the people.   Thus we advise that this announcement is withdrawn as a service to the Revolution and to the Revolutionaries, as well as that it would take into account the interests of the nation and the country.
